New Telephone Systems Design, Implementation, Upgrades, Contract Negotiation, Management, Training, Programming Scope of Services

Telecommunications Equipment and Services shall include local telephone dial tone, lines, circuits, connectivity between locations, telephone switches, components, adjuncts, voice messaging, sets, cabling and wiring, installation, programming, training, and maintenance.

Research and Planning

1. Interview key personnel to identify unique needs, objectives, goals, measurements, and future growth. Assist in promoting end user satisfaction and acceptance of solution.
2. Research technology solutions that meet needs uncovered and ensure optimal feature functionality. Identify and compare qualified vendors, brands, and systems designs.
3. Formulate equipment and service changes, rearrangements, and enhancements that improve service and reduce costs, with preliminary budget forecast.
4. Prepare and present written Summary of Findings. (deliverable)

Vendor Assessment and Selection

5. Solicit quotes from vendors to upgrade existing Client technology to provide enhanced feature functionality while maximizing present investment. Encourage offers.
6. Draft RFP specifications for bidding (evaluation criteria, schedule, systems design, installation, support, pricing, contract terms). Obtain Client concurrence. Prepare, advertise, publish, and distribute RFP. Encourage vendors to submit.
7. Host Pre-proposal Conference and Site Tour. Answer questions, and issue written Addenda to the RFP.
8. Receive, review and evaluate vendor proposals and offers received by Client. Clarify responses, as needed. Check vendor references and industry sources, as appropriate.
9. Host formal or informal vendor presentations selected by Client.
10. Request Best and Final Offers, receive, review and evaluate. Verify final systems design to assure component completeness, accuracy, and necessity.
11. Prepare and present written Comparison and Recommendation for optimum solution with pros, cons, and financial impacts of alternatives. Assist Client in making a final selection.
12. Negotiate final price and contract terms and conditions to protect Client today and in the future. Assist in finalizing a mutually acceptable contract.

Quality Control and Project Management

13. Coordinate planning for interconnectivity, as appropriate:
 
a. entrance facilities, with dial tone provider
b. equipment room and IDF closets, with architects
c. building distribution systems, with wiring providers
d. systems integration, with network/long distance/LAN/WAN providers
e. computer telephony integration, with applications providers
14. Serve as project manager to supervise quality and manage on time implementation.
 
a. Guide vendor to customize applications to specific needs uncovered.
b. Verify that systems meet technical specifications and are fully operational at cutover.
c. Review first invoice for accuracy, and resolve discrepancies.
