Dallas telephone system city-wide with a two year phase-in; replacement of the

computer hardware, software, and programming, in-house programming, help desk,
and on-site trouble-shooting. Budget of $60 million and staff of 1,300.
Assistant Director–Equipment/Communications/Information Services, 1987-1996, City of Dallas, responsible for bidding, negotiating
contracts, implementing, and maintaining all communications technology and services city-wide, including 11 radio tower sites, 3,000 pagers, in-house
pager system, 7,500 telephones, 1,500 cell phones, and 900 mobile data
terminals.
Negotiated 10-year telephone service contract that saved $10.5 million;
flat-rate cell phone contract for City employees; phased-in mobile data
terminal contract to maximize limited government funds; sale of City-operated
radio frequencies to PCS providers that netted the City $9 million worth of
upgraded/new towers and radio system.
Represented the City before the Texas Public Utilities Commission and the Federal Trade Commission on numerous issues. Member of Advisory Commission subcommittee on State
Emergency Communications. Received Smithsonian Information Technology Society Award for the City’s 311
system for combined emergency/non-emergency call center. Received Masters of Executive Excellence
Award, SMU Business School. Tom Landry Appreciation Parade coordinator.
National Emergency Number Association Convention coordinator.
Board Chairman, City Employees Credit Union. Board Chairman, Consumer Credit Counseling Service of Greater
Dallas.
