Currently performing physical inventory and creating documentation of physical plant facilities, including copper and fiber BDS, LAN, and WAN cabling. Performing hardware and software system analysis to anticipate increased bandwidth needs for numerous future data applications. Upgraded PBX in March and will install voice over IP for new construction and existing facilities. Business analysis to identify highly mobile personnel whose job performance would be enhanced using wireless applications. Client presently utilizes Cisco network.
City of Dallas, TX, 1989-1996

Operational Analysis to define business needs with leaders of all departments and other key personnel, for 8,000 lines at 400 locations. The existing system provided for almost 9,000 telephone numbers, which were all in use with no room for growth under the existing system using a hybrid of Plexar Custom, 3 Nortel SL-1’s, and an array of miscellaneous phone systems. Wrote the RFP for either a central office or a PBX-based system under High Technology Procurement, including new wiring and maintenance, and negotiated the responses utilizing seven Best and Final Offers from the vendors. Although the PBX configuration was initially the low price bid, the central office based solution came down in price with each BAFO, eventually equating to less that 60% of the PBX-based solution (which increased with each offer). As a result, the City kept the Plexar, and reduced their recurring expense by $10.5 million over 10 years. An additional prefix with 10,000 numbers was negotiated for immediate use and future growth. Interfaced with the Assistant City Attorney to create unique contract language that superseded vendor standardized contracts. Performed physical inventory and billing audit, negotiating a refund of $265,000. Subsequently rehired to analyze and recommend procedural and software changes for the internal department rebilling program for all technology expenses. Prepared recommendations as expert witness for new area code overlay proposal when 214 numbers were exhausted.

Renovation of historic courthouse and construction of new sub-courthouse, preceded by initial relocation of all personnel to temporary quarters. Existing Plexar at 35 locations, in process of conversion to PBX-based system at new sub-courthouse, with connectivity between locations, including remote nodes, voice over IP, and integrated dial plan. A complete business analysis has revealed extensive potential for wireless applications. Recent developments have added the necessity to accommodate staff downsizing, based on voter demands, and to continue to update the business analysis on an on-going basis. Other projects included bidding for long distance, cellular and pager billing review, redesign of vendor-provided building distribution system, law library distance learning application implemented, and critical move to temporary locations over winter holidays.
